Are number plates required for electric scooters in India? Or, you can ride them without that? 

The RTO rules are not the easiest to comprehend, especially when the matters are related to electric vehicles that have disrupted the automobile industry. For instance, if you’ve closely noticed electric scooters on the road, most of them feature a number plate while some don’t. 

So, do electric scooters need number plates? The answer to this is not a simple yes or no. To understand the legal requirements of riding an electric scooter, you need to first understand the scooter categories in India. Let’s take a look.

Electric Scooter Categories in India

To promote electric scooters, some changes have been made to the CMVR (Central Motor Vehicles Rules), 1989. Most importantly, electric scooters have been categorized as high-powered and low-powered. Here’s what they mean-

  • High-Powered Electric Scooter

High-powered electric scooters are models with a motor capacity of more than 250W and a top speed of 25kmph+. There are two sub-categories within the high-powered category - models with a top speed of above 70kmph and ones with a top speed lower than 70kmph. All the high-powered electric scooters are considered "motor vehicles” as per the CMVR.  

  • Low-Powered Electric Scooter

Low-powered electric scooters are models with a maximum motor capacity of 250W and a top speed of up to 25kmph. According to the new regulations, such low-powered electric scooters are not treated as "motor vehicles.”

Are Number Plates Required for Electric Scooters?

As high-powered eScooters are motor vehicles, you can only ride them with a valid license. The vehicle should also be registered and have a number plate. Insurance is also mandatory for such electric scooters. So, if you see an eScooter on the road with a number plate, it is safe to assume that it belongs to the high-power eScooter category. 

But if you purchase a low-power electric scooter, you don’t need to register it. As it will not be registered, it will not have a number plate as well. In fact, you are not even required to have a driving license for riding such electric scooters with a top speed of 25kmph. Insurance is also optional. Even 16-18-year-olds can ride such scooters. This is why some of the eScooters on the road do not feature a number plate. 

Why Do Some Electric Scooters Have Green Number Plates? 

The electric scooters with green number plates belong to the high-powered eScooter category but with a maximum top speed of up to 70kmph. As per the latest changes, even 16-18-year-olds can apply for a license to ride such electric scooters. However, only adults above 18 years with a valid license are legally allowed to ride eScooters with a top speed of above 70kmph.  

If you are purchasing an electric scooter with a top speed of 70kmph, you’ll be required to register the vehicle and install a green number plate. Models with a speed of above 70kmph feature the standard white number plate. 

Who Should Purchase a Low-Power Electric Scooter?

Low-powered eScooters are ideal for students and homemakers for their everyday travels. Even working professionals who work close to their homes and don’t have any other significant travel requirements can consider purchasing electric scooters with a top speed of 25kmph. You’ll not need a license, registration, or a number plate for such models.  

However, they are not recommended for longer travel due to their low speed and motor capacity. As they feature smaller batteries, their range is also considerably lower.
